Rhode Island Network for Educational Technology, Inc. (RINET)

OSHEAN, Inc. is a consortium of non-profit organizations tasked with the creation of an Internet communications network. OSHEAN was founded in 1999 through a collaboration by RINET (Rhode Island Network for Educational Technology – K-12), the University of Rhode Island and Brown University. The consortium of non-profit organizations, now totaling 28, was originally formed to bring an Internet2 point-of-presence to Rhode Island.

From September 1997 to June 2001, Norm Chapman of Saunderstown and the Director of Technology in the Narragansett, RI School District was the first and only employee to run a start-up project to develop and provide Internet services for RI's public, private and parochial schools and districts. Shortly thereafter, he worked with the Board to incorporate it as the Rhode Island Network for Educational Technology (RINET), a 501(c)(3) non-profit business, and began serving as the Executive Director.
